On May 30, 2025, the EDI-FORJUV consortium met at Orizzonti Cooperativa Sociale in Padova for Day 2 of our TPM. This session was dedicated to Work Package 3, specifically updating the Handbook for Vulnerable Youth. Below is a concise summary based solely on the draft “Roadmap for Developing the Handbook for Vulnerable Youth.”


10:30–11:00 Morning Briefing & Day 1 Recap (Innetica)

Innetica opened Day 2 with a brief recap of May 29’s outcomes—curriculum finalization, translation responsibilities, and Training Manual timelines—before outlining the day’s focus: reviewing the Handbook’s draft roadmap.


11:00–11:30 WP3: Updates on the Handbook for Vulnerable Youth (Interactive Bulgaria Foundation)

Interactive Bulgaria Foundation presented the Handbook Roadmap, structured around six modules aligned with the Digital Competence Framework for Citizens (DigComp 2.2). Key points include:

  1. Overview & Purpose

    • The Handbook is a beginner-friendly digital resource for NEETs (aged 16–30) to become Digital Youth Facilitators (DYFs).

    • It will likely exist as both a downloadable PDF and a dynamic web application with interactive features (self-assessment quizzes, progress tracking).

  2. Module Structure (June 1, 2025 – September 30, 2025)

    • Module A: Information & Data Literacy• “What is a search engine?” • “Saving a file on your phone.”

    • Module B: Communication & Collaboration• “Sending your first e-mail” • “Joining a video call.”

    • Module C: Digital Content Creation• “Typing a short post” • “Taking and saving a photo.”

    • Module D: Safety• “Spotting unsafe links” • “Creating a strong password.”

    • Module E: Problem Solving• “What to do if your screen freezes” • “Finding help online.”

    • Module F: Becoming a Digital Youth Facilitator (DYF)• “Using digital tools to help others” • “Sharing knowledge in your community.”

    Each module will include plain-language objectives, theory, practical examples, exercises, self-assessment quizzes (with smiley-face feedback), and visuals (screenshots, infographics). All content is written at a fifth-grade reading level to ensure accessibility. A glossary of basic terms (“internet,” “app,” etc.) with accompanying images is also planned.

  3. Accessible Design & Layout (October 1, 2025 – November 15, 2025)

    • Develop a clean, responsive layout with large fonts (16 pt+), high-contrast colors, and minimal clutter.

    • Embed multimedia: annotated screenshots, infographics, and short videos or GIFs demonstrating key tasks.

    • Integrate interactive elements: clickable quizzes, progress bars, and badges (e.g., “Email Expert”).

    • Ensure multilingual support (English plus Spanish, Italian, Romanian, Greek, Bulgarian) with translated visuals and alt-text.

    • Plan for assistive-technology compatibility (screen readers, keyboard navigation) and test across devices (smartphones, tablets, desktops).

  4. Review & Simplification (November 16, 2025 – December 31, 2025)

    • Form a review panel comprising digital literacy educators, social workers, youth advocates, and vulnerable youth testers.

    • Collect feedback on clarity (e.g., are instructions easy to follow?), visual effectiveness (e.g., are images helpful?), and usability (e.g., navigation).

    • Simplify complex instructions and refine visuals (reducing text in infographics, clarifying screenshot annotations).

    • Conduct readability tests to maintain fifth-grade reading level.

    • Ensure cultural sensitivity and inclusive imagery.

  5. Testing & Feedback with Target Audience (January 1, 2026 – February 15, 2026)

    • C1 Training (Short-Term Tutor Training): Tutors will use the draft Handbook modules during their training. They will complete exercises and quizzes, providing structured feedback (yes/no, smiley ratings, short comments) on clarity and usability.

    • Vulnerable Youth Testing: Small focus groups of NEETs (5–10 per country) will test both static (PDF) and dynamic (web application) versions, noting any difficulties with navigation, understanding images, or interacting with quizzes.

    • Test accessibility features (screen reader compatibility, mobile responsiveness).

  6. Finalization & Launch (February 16, 2026 – March 31, 2026)

    • Incorporate feedback from tutors and youth testers to refine content, visuals, and interactive elements.

    • Finalize dual formats (PDF download and web application) with a “Getting Started” guide showing, for example, how to tap a button.

    • Conduct a final accessibility audit and confirm compatibility across devices.

    • Upload the finalized Handbook to the EDI-FORJUV e-learning platform.

    • Launch strategy: coordinate social media posts, e-mail campaigns, and partnerships with youth organizations to promote the Handbook to NEETs.

    • Provide post-launch support: help e-mail and FAQ page with visual guides for common issues.


11:30–12:00 Discussion & Next Steps

Partners discussed resource allocations (content writers, graphic designers, web developers) to meet the Handbook timeline. They confirmed:

  • Content drafts (Modules A–F) must be ready by September 30, 2025.

  • Design phase to start October 1, 2025, pending final decisions on web application features.

  • Review panel to convene in mid-November.

  • C1 Training scheduled for January 2026, integrating Handbook testing into tutor training sessions.


12:00–12:30 Certificates & TPM Assessment

Each partner’s national coordinator received a Certificate of Participation. The consortium confirmed alignment of Day 2 outcomes with the roadmap:

  • The Handbook draft roadmap was approved.

  • Key deadlines (content drafts, design, review, testing, finalization) were agreed.


12:30–13:00 Closing Remarks & Group Photo

Project leads thanked Orizzonti for hosting Days 1 and 2. A group photo marked a successful close. With the Handbook roadmap in hand, partners left Padova ready to embark on content creation, design, and pilot testing phases over the coming months.

Next Steps for EDI-FORJUV Consortium

  • June 1 – September 30, 2025: Develop and draft Handbook Modules A–F (content, exercises, visuals).

  • October 1 – November 15, 2025: Complete accessible design and layout (responsive web design, interactive features, multilingual support).

  • November 16 – December 31, 2025: Conduct review and simplification with stakeholders and adjust based on feedback.

  • January 1 – February 15, 2026: Pilot test Handbook with tutors (C1 training) and small groups of vulnerable youth; collect and analyze feedback.

  • February 16 – March 31, 2026: Finalize Handbook formats, conduct accessibility audit, launch on the project platform, and roll out promotion to reach NEETs across partner countries.


With the Handbook roadmap solidified, EDI-FORJUV is poised to deliver an inclusive, visually rich digital resource that will empower vulnerable youth to develop core digital competences and become Digital Youth Facilitators by March 2026.
